Governing Structure of the University: Understanding the Role and Mandate of the 7-Member Council

The University’s governance is guided by the Universities Act of 2012 and Mwongozo guidelines. At its core lies a 7-member Council, appointed in line with these regulatory frameworks. This Council acts as the university’s supreme governing authority, entrusted by the Government to oversee asset management, resource allocation, and developmental endeavors.

Responsibilities of the Council encompass the establishment and maintenance of robust management frameworks, provision of strategic policy guidance, and ensuring compliance with relevant laws, regulations, and governance standards. Upholding accountability in governance, accounting, and auditing practices also falls within its purview.

Council Roles

  • The basic responsibility of the Council members is to exercise their best judgment and to act in a manner that they reasonably believe to be in the best interest of the University and its stakeholders. In discharging that obligation, the members should be entitled to rely on the honesty and integrity of the University Management, staff and its external professional advisors and auditors.

INTRODUCTION

The Council Secretariat is a critical Department in the University charged with coordinating and facilitating the administrative, logistical and boardroom operations of the University Council to ensure efficient and effective Governance of the University.

 DEPARTMENTAL OBJECTIVES

  1. To coordinate Council functions effectively and efficiently.
  2. To fast-track the implementation of Council resolutions.
  3. To maintain the confidentiality of Council deliberations and resolutions.
